I am not sure which board to post this in so my apologies if this is not the right place for this question. I am wondering what the easiest way to convert an entire site from English to Japanese would be. I would like to stay away from any kind of active x control if at all possible but will do what I need to so I can get this done. Thank you for any help guys!

It depends how accurate you want to be. There are translation services out there, but they're not by any means perfect, specially not with a language like Japanese.

Other than that, you'd need to hire a translator and get them to do it.

Not automatically (at least not very well). Machine Translation is still a hot research topic - it is by no means a solved problem. Something like babel fish will give you a very simplistic translation, possibly just translating a word at a time (although some translation services are a bit more sophisticated than this).

If you want a translation in fluent Japansese, you will have to hire someone to translate it for you.

You can use software based translation services but that's not always very trustworthy. Babel and things like that aren't too bad at getting simple things correct or get the general idea of a text but if you understand the translation, 9 times out of 10 you'll be laughing at the result.
If you want your site to be professional, you'll need to invest some money in a human translator, we're the best at it so far. Computers are good at crunching numbers, but when it comes to languages, the human is tops!
