I currently have a store being further devloped by a programmer. It was original done as freeware from osCommerce. My programmer will be adding many features. My question is if I need minor changes such as a links page added, newsletter updates and graphic or content changes. Will it be difficult for another programmer to come in and do the changes even if it isn't his code.

That depends on how it's written. If its a good programmer, the code will be well set out and well documented (comments etc) and it will be easy for another programmer to update. If not, it could be very difficult and time consuming.

For many programmers it is easier to write something on their own than to fix someone elses work because there are usually many ways to solve the same problem and different coding styles.

When you find someone to alter the other persons code it will be important to get someone who is good and has seen a lot so they won't have to spend much time figuring out what the last person did.

I agree. Often, it's easier to write your own code than change someone's program... But sometimes it can be quite east too - it depends on coding style, that were used....
