Is there a way to make the vertical space above and below a horizontal rule (hr) to be less or more than what the default is? Preferably in CSS.

Uhhh... I don't remember exactly, but try to use "margins" or "margin-top" & "margin-bottom"...

margin-top : Npx;
margin-bottom : Npx;

or

padding-top : Npx;
padding-bottom : Npx;

Where N is the number of pixels.
