i have a cartoon at my cartoon page and it plays right away before it downloads so is there a way to display a different screen to show while the cartoon is downloading and is there a way to make it display less chopy

the best way is to do it in flash.
the other way is java applet
and java script.....
and many other ways
but flash is the best for that

All that I can advice - is to use Flash standard sample. As i remember it uses 'ifFrameIsLoaded' function....

Since your link is dead, I can only suggest saving the animation (animated gif?) as a zip file and have people download the link.
