I accidently set up an upload system and set it to upload with 644 (yea I know.. I did the script fast and wrote the wrong one in) so I cannot rename, delete, change permissions or anything. (and not because I dont have sufficient privelages either)

I looked around other forums and people were saying to try a cgi script that runs as "nobody" because thats possibly how the files were uploaded.. if thats not it any other suggestions?

(One referance for that was http://www.htmlforums.com/archive/index.php/t-2869.html)

Just change the settings via ftp. Set the folder they are in to whatever permissions you want to use (777 or whatever) and set it to apply to all the files and sub folders.

have you tried a script to change the permissions? because it will run in the same context as the uploader

chown() it then chmod() it. The user nobody is the default user/group for apache, if you check you httpd.conf.
