I have never done any programming, web or otherwise. I have something I would like to do but am not sure how it could be done or where to look for information on how it could be done.

I want a webform with a few text files that when filled in will create an XML file.

Does anyone know how I could go about doing this?

You could always hire a developer then; other than that your only other option is to learn a scripting language.

I'm learning Ruby on Rails at the moment.

Not sure if its something I will be able to do with that or how long I will gain competence.
