Whats the best software for cutting up a avi file or such?

VirtualDub is also a great program.
It's a little hard to handle but when you get the hang of it, it's probably better than Windows Movie Maker.

VCD Cutter is a fast and good software to cut videos, i dont know is it working for avi or not, i tried with mpeg file.

this is this great software by which u can edit, compress, or any thing u want with your audio and video file...
Professional software...
