I used it since windows 98 until I switched to Linux, and it never failed me.

yes, always on top would get the job done. but anyway, it won't still be the one you are looking for, i think it doesn't exist at the moment. anyway, you can also use to see all windows on your screen with just a pressing CTRL+ click on an item on the taskbar, do this again for more windows. what it does is make all of your windows visible.

excel itself can calculate... but I think there is no option to make calculate on top

Alt+Tab shouldn't be a bother. Or you can resize your excel so that the cal fits right beside the space.
