I'd say:
1) Go get quality heat conducting paste (I hope you have not buyed the first price. You could put butter, it would have the same effect)
2) de-solidarize the cpu ventirad of the cpu (when the comp is off, of course)
3) cleanup the old paste from the CPU !!!this is really important. the cleaner the surface, the better
4) Put just a really thin paste layer. Too much, and it will have the opposite effect
5) put back the ventirad.
If you have a "out of the box" ventirad on your CPU, get something real. I have used arctic cooling ventirad for the last 4 computer I've assembled, and they are great for the money.
Once, doing this with an old Athlon CPU have let it go down to ~70°c (85°C before)
Now, it depends of your CPU too. P4 and Athlon XP tends to get quit hot.
Core2 and recent Athlon are much lower in their power consuption, and stay much cooler.
My core2 cpu core are running at 35°c and 39°c right now (Idle).
