You can try to repartition your USB through Disk Management in Windows.

the right button on your mouse is also called a right click, point your cursor on the usb drive letter assignment and then do a right click on the icon, and then select the properties.

Your flash stick might just be a dud. Very common. If OS cannot see it in the Disk Manager, or you cannot format it, the stick is probably fried. Very common, expecially if you are plugging / unplugging into a lot of different systems ... voltage fluctuations from cheap power supplies usually do this.
