I've experienced this problem before, but a reboot usually solved the problem. The shortcut in Outlook Express 6 to view source (Ctrl-F3) stopped working. Tried Microsoft's instructions to repair OE, but no luck. Using XPHome/sp3 and IE7.

There must be some underneath programs running beyond your knowledge.

Try to go Task Manager by Ctrl+Alt+Del to kill some undesired processes.

To do so would require knowledge of what are desired and what are undesired processes, which I do not posess.

You may try to search the processes in google. Then you can know which you should or should not kill it.

well ctrl alt delete can fix this problem.
