I'm Developer (i write program and standard graphic ex: vb.net , Photoshop, sql server...)
That's very little money to buy a descent laptop with. I recently bought a laptop from HP which was refurbished for $530. It had AMD processor, 3GB of RAM and 120GB drive and a DVD burner. It might do for what you need but I know from experience that many compilers are optimized for Intel processors. you might have to up your budget to at least $1000, sorry for bad news.
You need:
1. a fast processor that will process your tasks quickly
2. at least 2GB of Ram so that your pc doesnt freeze while performing tasks, or so that you can have a few programs open at once.
3. reasonable size hard for storage capacity, which doesnt have to be huge, because you can get an external hard disk to back up all your work.
4. a dedicated graphics card
5. Good quality screen if you are using photoshop or a graphics based package.
Would go with an open mind and have a look what's available in your local sales most modern notebooks have pretty good specs to start with and an AMD processors will also cut down on the high cost of intel processors. A good place to get a better understanding of all the pc parts and speed comparisons is toms hardware cafe.
You may find a refurbished notebook or an old stock model that may be in your budget.
