I think that you need describe your connection method here with more details

What operating system are you talking about, Windows, Linux, Mac OS? Windows would let you acquire an IP address through command line prompt and then release it. Linux has its own set of files you can edit to connect to the internet and Mac is a ball game of its own. I think you need to be more specific.

Use of a telnet client like putty make the process fairly simple if you are trying to connect to a shell account or root if you have your own server.

It's depending on how your connection is. For example if you want to connect through Dial Up Networking you could use

rasphone.exe -t "name"

I think its this:

ipconfig /renew
ipconfig /release

AND it's in the wrong order. You should release before renewing.
