As long as you have all the right drives for your machine in case the OSX (or any OS for that matter) does not detect them...you can install any OS onto any machine.

Yes, it is definitely possible. You could use dual hard drives and boot from whichever one you wanted to run, or you could use an emulator, or you could even crack/hack Vista (definitely not recommended). Good luck!

Hackintosh will probably run 90% smoothly(There will be error cases or bug in the OS but this is only a minor problem). Here is a basic guide for building a Hackintosh. You can also use PearPC to Virtualize a Mac OS into a Windows(though it can be slow).
