Why format? Maybe he wants to access some data from that PC (like banking passwords, pr0n movies, sensitive family information, etc.)

or you can boot into linux, rename utilman.exe to utilman.old and copy cmd.exe to utilman.exe or do the same for any other app you can invoke before logon...

I would use the Microsoft ERD Commander for this purpose. Boot with the CD and reset any passwords you want while keep the data on your HDD intact.

it is very much easy to bypass the windows xp password. boot your system in safe mode and then type the command "control userpasswords2" in Run prompt.
After that it will take you to System user setting where you can easily reset your user password and reboot the system to access your normal setting.

isn't too simple dude???/

I think your account will be limited so Swithover from the welcome screen to to Administrators account and go to control panel and user accounts setting, from where you can reset the password!!

I suppose most of the suggested ways are can be used. I wonder why that was with password at all? I suppose the old owner should give that for you.
