I'm in the US so I may not have this 100% correct for your country. Broadband services are sold with absolute maximum upload and download limits. These limits refer to the best you will ever do in terms of speed. Quite often you actual speeds are less than the maximums.
It is quite common for the download speed to be as much as 10 times faster than the upload speed. Now I am not sure what your "upload limit" is. It may refer to the maximum amount you can upload per month. This would only be a concern if you are uploading a LOT of files.
As I reread you quote above, it could also be that they are guaranting those speeds for your first gig and after that you are down-rated to a lower prioirty.
