Trellian is a free webeditor that should allow you to create something similar to either of those home pages.
As far as uploading and downloading website files goes, I prefer CoreFTP. It's free and very easy to use. The hardest part is finding the Host/IP/url information for the connection. You have to get that from your webhost.
