it depends on the person you find and his level of skill in both things you are looking for.
and yea as chrishirst said those Two are separate skills completely.
Hire a content writer, a web designer and SEO guy! Start with the SEO guy to advise you on how best to optimize your site from the onset. You maybe lucky though to get someone who can do the three well. Best of luck...
It would be a rare and expensive find to come across someone who can do both well. I'm a pro-copywriter, but am crap at site design!
If you can't afford both, I would hire what you can't do yourself. If you like to write, hire a designer. If you like to design, hire a writer.
Here's a quick tip for doing your own sales writing...write like you talk! Sit down with a recording device (your cell phone or laptop mic will be fine) and just start talking. Pretend you're with a friend and you're just telling him about your product or service. Hit all the major benefits and features.
Then transcribe the recording and you'll have a great start for a sales page!

Don't forget to run your sales copy through a spelling and grammar checker - then proofread the dickens out of it.
Grammar and spell checkers don't catch everything.
As far as site design, take a look at some websites that sell products you want to buy and see what they have in common.
