Generally - you can break any press release down as follows:
1. An attention grabbing headline, condensed one liner of the story
2. Opening summary - bare bones and facts paragraph of the issue/event/story - use your who, what, where and how basics to get all the salient points across as succinctly as possible. No fluffing allowed here.
3. The meat and muscles of the story here - expand on the above and introduce person(s) related to the subject matter and quote(s) from them regarding the issue to give the topic a human touch/feel and relevance to the sector.
4. Wind up with a 'larger picture' view on the event/subject - how it fits into the big picture of whatever area it is related to...or the world view on the topic/subject.
