So lets see;
"games, music and books"
Yes very useful for us to give precise answers, the only answer to that is Amazon because you'll find every genre of Books, Music and games there.
The reason YOU can't find such people, is that YOU have no idea who or what you are looking for.
Your perceived requirements are far too broad to find satisfactory answers. Grand ideas are one thing, but you have to start realistically.
Pick a genre of games to start with, or games for a particular console. Same with books, go with specific books or authors.
For music, do similar. Take a few artists from various genres and find their fans, get them to write something.
Don't call them reviews, ask for "opinions". Appeal to peoples vanity or their ego. It's very easy to spot the right kind of people at forum, the ones who are happy to "voice" their opinions.
Once you get a few sections up and running the site will start to snowball and reach "critical mass" may take months, may take years but it will happen.
Rushing headlong at it and trying to force it to grow will only frustrate an confound you.
Creating a useful website is a marathon NOT a sprint.
