Not sure if this is what you are asking for, but you can put a skyscraper on the side above the scroll still, and a 300x250 anywhere on the page as long as it is within the content of the page.

This is from an email i received from my rep a while back:
1. You can have only one Tribal Fusion banner or leaderboard above the
fold. You may have additional horizontal ads from other ad providers,
as long as they are below the fold.
2. You can have one skyscraper and one rectangle anywhere on the page,
as long as they are the only ones on the page.
