How do you get the effect that when the mouse is over an image then a border appears around the image?

or in css:

img{
  border:1px solid black;
}

You need to use the hover pseudo class. In IE6 the hover class can only be applied to anchor tags but non IE6 it can applied to most elements. Below will work in most inc. IE7.

img:hover {
border: medium solid #000000;
}
