What is the best way to do horizontal navigation in CSS and HTML. Maybe show some examples and every one can put their oppinions I am using photoshop.

The colour switching on the bottom bar is done server side by detecting the page name and writing out the appropriate class name.

A navigation bar is basically a list of links. Correct semantic markup should be as a list <ul> or <ol> and styled with CSS.
