I found it. You have a whole bunch of extra "<div id="submenu">"...at least I think it's an ID div...

Either way, I took the extra ones out and it made the page not scroll, and the content didn't seem to be changed.

You are re-using ID's which is a no-no. ID's MUST be unique, if you want to re-use the rules, make #submenu a CLASS instead.

You're links jump around too, kinda distracting.
