I'm pretty sure it's the z-index messing up in Firefox.
Here is the test site that I currently have it up at. If you would care to notice, that when you roll over the links/buttons in Firefox nothing happens, it's like they don't exist. However, try it out with IE 7 and everything works.

I am really unsure of the problem. If someone with experience could help me it would be much appreciated. Thanks!

Edit: After finally giving up (haha) I decided to add some text to the header (where the image is located) and for some unknown reason, the links/buttons are now available to click. Thanks to everyone that looked at this!

No, Firefox was messing up. And my coding was 100% compliant based on W3C's recommendations for XHTML 1.0 strict and CSS. It wasn't IE and it was Firefox, just to clear that up. May have been a bug?
