You're missing the behavior line in your css for IE:

behavior:url(csshover.htc);

behavior:url("hover.htc");

i called it hover.htc

i know you shouldnt try and use them since they ONLY work in IE
but my css hover only doesnt work in IE it works everywhere else, so it dosnt matter if i use them to try and get it to work in IE

I disagree with W3schools completely on this one. There is nothing wrong with using behaviors to target IE IMO. They are convenient, and I use them sometimes, though usually only for PNG transparency in IE6. I've also done the hover hack.
