Sorry, but $100 isn't going to get you very far. You'd be lucky to get someone to code the initial XHTML template you would need to start for $100. To code a customized ZenCart you're looking at $500-10,000 depending on complexity and company pricing (heck, just to get SSL certification you're going to pay a yearly $100+). Quality isn't cheap in anything, and that includes coding.
If you can't afford the expense right now, I would suggest is start your cart out with one of the stock templates and after the cart is rolling and you have income coming in from it, then acquire a programmer to customize it for you.
