Is there a way to use CSS to reflect an image? Specifically in my layout, the main area in white. I just used a simple image but it doesn't fall at the bottom of the page (this is a problem when screen sizes change).

Not in CSS, but you can in javascript with modern browser

In the example you showed, you are better off creating the reflection as a graphic in Photoshop or GIMP. I would only go the javascript route if you need something dynamic.
