Adding 'top stories' boxes

Can someone point me towards a tutorial, or some information on how to create a grid of boxes across the top of my site displaying 'top stories.' It's hard to explain, so here are a few examples.





I want just 4 boxes to run across the top of my site, above the banner, very similar to boingboing's excellent design. To one up it, I'd even like the boxes to be able to scroll, like on buzzfeeds's site, where arrows are placed to allow scrolling of the boxes.
