can anyone provide me with links with information on how to write
css code very specifically for chrome, opera and safari browsers

The only browser that needs anything "specific" is IE (Ver 6 & 7 and 8 to a lesser extent). The rest are standards compliant and provided your CSS is correct and you have coded it to work how it should rather than how you think it should, it should be fine in all browsers

thanks for replying

when it comes to form elements some of the elements like the labels are not aligned properly in chrome and opera however in firefox and safari they work fine given the css code i have written

for such situations i thought writting exclusive code for specific browsers would help not only for the sake of forms, it could be for any other elements or issues

Chrome and Safari are based on the same rendering engine (webkit) so should look the same.

But fiddling about with the CSS for a multitude of minor "problems" in different browsers is a route to madness, because it will never be "right".
Just accept the fact that there will be difference across different browsers and operating systems, just as long at it isn't completely "broken" nobody else will ever notice.
