i have seen in many websites they use
html { height: 100%; }

i normally do not use this what does html { height: 100%; } actually mean is this more of an optional thing or if i use this what significant advantage will it have for the pages i create.

please advice.

It has no "advantage" other than making the elements the same height as the browser viewport.

I have actually had a couple sites that the content ended before the height of the browser window and Google Chrome did not fill in the rest with the background image/color. It would be fine after a page revisit, but initially you saw a white area. Adding height 100% seemed to avoid that problem.
