I am working in dreamweaver and I am having issues with scrolling in the preview mode (in Safari and Dreamweaver). Could this be a problem with dreamweaver or my css? (I tried to add an overflow property but the preview remains static). Has anyone ever encountered this issue?

You just can't rely on DW's internal preview mode to show you an ACCURATE representation, use the actual browser.
