whenever I edit my css file and save it, it takes time for the changes.

Is it a common issue or just with my host?

It will be instant.

You may find that you are having caching issues.

When ever you upload a new CSS change and I do it with HTML too, press Ctrl and F5 at the same time to "hard" refresh. It flushes the browsers cache of that page and will load the style sheet correctly.

Use Ctrl+F5 to force your browser cache to update.

not working.......... other files don't have these problem.

Problem with refreshes I had only with Opera, they are having small cache issue. Other browsers update css instantly even with soft refresh.

If you are not sure of changes/css coe working try sth very simple and basic that is easy to see and let you know if you should check for other problems or just your code .

yes it must be updates instantly. It could be Hosting server problem
