I have been working on this for the past 12 hours straight and i can't see the issue clearly now.

I can either get the three columns lined up at the top but they flow overtop of the footer...
or
i can push the footer down (as shown now), but then each column is pushed down.

Can someone please help me? please. im dieing here.

In what browser(s)

I'm working in Chrome, and also testing on IE8...
but I'm pretty sure it's going to doing it in all of them.

If i use absolute, i get the three panels (left, content, right)
to align at the top correctly, but it over flows the footer.

If i use floats, it fixes the footer issue, but staggers the panels as shown.

Any ideas on what to do to get it to do both?

Your help is sooooo much appreciated. I'm at my wits end.

I still haven't fixed this. Can anyone assist please?

I'd suggest you clear the browser cache, then do a hard refresh ( Ctrl+F5 )
