my question is the content in the right div is placed exactly at the middle of the right div in all browsers except for ie7 works fine in ie8

Check Safari as well.

You using display: table-cell; for DIV. Why?
If so, then you can use TABLE, and be enjoyed.

Hi..i check your code it is properly working in my safari browser but same when i used in IE7 it's alignment is not proper..why so??
