CSS Issues - No Background Color

I've searched throughout the internets and can't seem to put my finger as to why the background color listed in my .css file is not loading on a webpage I'm creating for my wife. The issue is throughout all the pages.

I worked on the site in Dreamweaver and when I test it in there (via the preview/debug in browswer button), it works fine...

I did notice tough that the font colors are taking though... So I'm a little perplexed. I loaded the page up (my host is Godaddy) and it can be viewed by going to imageredemption . com

I didn't want to post up all my code as it would have been somewhat long.

Any advice on how to fix this issue is tremendously appreciated!

</HEAD><BODY>
<H1>Not Found</H1>
The requested URL /css/lay.css was not found on this server.<P>

error was encountered while trying to use an ErrorDocument to handle the request.

Thanks Chrishirst. I'm not 100% sure I understand...

I have the CSS file saved on the site in a folder (imageredemption.com/css/lay.css)

Where did you pull that CSS from?

In my index.html, I have the following code writting:
Code:
<head>
  <meta http-equiv="content-type" content="text/html;charset=iso-8859-1">
  <meta name="generator" content="Microsoft FrontPage 5.0">
        <link rel=stylesheet type="text/css" href="css/lay.css">
  <link rel="shortcut icon" type="image/x-icon" href="favicon.ico" />
  <title>ALECIA RODRIGUEZ || IMAGE REDEMPTION</title>

css/lay.css refers to a folder BELOW the level of the current document.

the folder where your stylesheet is should be refered to from the siteroot, as in

/css/lay.css
