As a rule of thumb, or as I was once told anyway:
"It's best to design your website(s) at the lowest possible resolution that way you will maximise your viewing audience".
For example: If you develop your site at 800 x 600 resolution, that means all who view at that resolution or higher (1024 x 768, 1280 x 1024 etc..etc..) will see your site correctly.
As for a fix for your site, you will need to re-design all images, and generally, all pixel related measured items (ex: Table Code) , anything using percent (ex: Table = 100% should be ok.
Mobile versions of your website should be done completely outside of your 'regular' site because of how low of a resolution your using.
