How can I get my css background that is repeated in y end a certain amount of pixels early?

You can set the start position but not set where the repeat will stop.

Is it possible to start at the bottom and repeat upwards?

Nope, HTML & CSS works from the top downwards.

You could play about with multiple backgrounds for the browsers that support it.

You can make a div tag whatever pixel you want and apply background to it,
example:

#your_tag{
width:200px;
background:image.gif;
background-repeat: repeat-y;
}

and if you use THAT code it will not work!
