Recreate "frames" functionality in CSS?

I really hope someone out there can help me with this issue – I need some ideas…

In order to get rid of the frames…is it possible to recreate their functionality in CSS?

I have a website that was created in Front Page. I am in the process of now transferring the site to Dreamweaver and would like to get rid of the frames – if possible.

Right now, there is a top frame and bottom. The top frame stays the same all the time (it is the primary navigation), the bottom frame has links that load related websites.

Is there a simple way to keep this functionality and not use frames?

Thanks in advance!!

There is but it's not CSS. You can use CSS for the positioning but you need to use Server Side Includes to pull in the data.

Which you use will depend on what your host supports.

putting your content between some div tags (with CSS coding) will produce something like an iframe, if that's what you're looking for....

Code:
<div style="overflow:auto"> content </div>
