Well first, redesign the entire thing.

You should NEVER use tables for layout, especially to layout images. Strip everything back and start with a fresh design, get your content on there and then design around it using CSS

You seem to be a using markup that has been patched together as well, some is valid, some isn't. This is either ignorance or laziness on your part and something you should fix. Once you have a standardised base then and only then can you be assured of design consistency.

Jamie

As pointed out by Jamie, dump the tables for layout.
Forget using position:absolute on everything, it's not the best way to lay out a page and WILL cause problems.
Forget, for now, using XHTML, even Transitional, because you clearly don't understand the rules behind using that DOCTYPE. I'd go with HTML 4.01 STRICT, but you must understand the rules of coding to a Strict doctype.

I would highly suggest you try this book:

You'll also need the info on this site to combat the IE bugs:

Is your site going to be a porn site ?? Because that's the impression I get from the female dingbat images you've used. If that's NOT the purpose, then I would suggest you use something else.
