Yes that's true, only those that live in Europe can order one or more of those .eu domains. And yes also one has to be a Company or a trademark in those countries in order to be in the first phase. I don't see why it wasn't a bit more fair, I mean private individuals general everyday people can surely buy domains, and they may have wanted to get a domain name they wanted. I suppose they didn't want people taking domains of stores and such, if it didn't belong to them. Imagine one store buying another store's name? Imagine a person buying a business that didn't own that name, yet they own the domain name?
