i got a domain but i have a ipb ?.. if i buy the 150$ for ipb license from the website, can i start setting up my forum after i pay for it?

Sorry I don't know what ipb is? if its a kind of distribution licence and your buying into a sort of franchise it would depend on what agreement the franchise holder sets out.
