I have an idea for a website and a general url I want. I've found some .com names I could live with but had a decent idea for a domain hack. I want to try it cause I've never registered a tld from another country. It's a .ER domain from eritrea.

Question is... What if any concerns should I have with doing this? This shouldn't affect dns speed, should it? since the country is in africa. Guess I'm not sure how that works.

AFAIK, the tld shouldnt affect the speed of the site too much.

the TLD will make ABSOLUTELY no difference to the speed of DNS resolution, where the name servers are located might do initially.
However once it is fully propagated and cached, DNS lookups will be from the local ISPs DNS servers and the authoritative name server will only be called when the TTL expires.

You might have problems with registration not with DNS.
Read rules. With most ccTLD registration you need to have admin contact in country this domain name registration belong to
