TANSTAAFL (Their Ain't No Such Thing As A Free Lunch) applies to webhosting as well. Remember these companies are businesses and must make income somewhere. If they don't charge up front, they are likely to require sites they host to display advertising.
I have heard that Google offers many of its small business services, including webhosting, for free to non-profit corporations.
Other than that, I suggest carefully reviewing the providers you are already using and select the one that most fits your requirements. For instance, if you have sites that teens are likely to visit, make sure the web host has strict guidelines about the products and types of advertising.
Personally I prefer the sidebar ads over top banners, and absolutly refuse to use a site that uses pop-ups or pop-unders.
The only other possibility is to find someone who will permit you to use their account. I don't recommend this method because if your friend loses his or her account, you're back where you started. If the other person's account is private and you are uploading business sites you might be in violation of that company's hosting rules.
