Not sure about the whole 'build a site on it' philosophy. If you're trying to sell a domain, most people are looking for a domain name that fits with what they want (and don't care about the site) or they are looking for a domain with PR ranking.
If you build a site on it just to get links and increase traffic and PR, that will still take a while. Why don't you go ahead and monetize it? At least you'll get SOME money. Plus you can say it earns $XX and that will increase the value.
Of course, after you do all that - then what you really are selling is a website, not just a domain.
There's no actual way to increase the value of just the domain - it either has inherent value or it doesn't.
BTW - I know someone who sold their 3 letter domain to a company with the same initials for $12,000. That was quite a while ago, too.
