I have a question, I might have to change someones website, but I am going to tell them t hey are probably going to have to start with a clean slate

However, since their domain name still exists, but they have their site on anther hosting service...and I want to CHANGE hosts....what do I have to do?

Do I just have to change registrars and use new Primary and Sec. DNS server addresses in the Registrar configurations?

Will there a be a fee? Is this considered a "Domain Transfer"?

I figured there wouldn't be much to it, but is there more to it? Changing hosts for a domain?

Open the new account.
Go to where it is registered and change the nameserver info.
Should be absolutely free to do.

Only problem you might encounter is if they registered it the same place they have hosting.

From the way you explain it, I see 2 options:

1 - simply change the nameserver info as colbyt suggested. So the domain in question will stay with the current domain registrar. This is the easiest way to handle your situation but the only caveat is that you will have the domain and web hosting with different companies.

To answer your questions, simply changing the DNS servers is free unless your domain registrar is really shady and charging you to do it everytime. It shouldn't cost even 1 penny to simply do this regardless of how many times you do it.

2 - Do an actual domain transfer(this is when you move your domain name from one domain registrar to another. Basically, changing the company you pay your domain fees to. Not changing DNS server info.) to the new hosting service that you are going to transfer your site to. Depending on the hosting service you have selected, it should be free to do a domain transfer and they should have an option to transfer a domain when you order the hosting service.
