How much would you say 08elections.info is worth? Would this value increase next Novemeber?

It depends on the amount of traffic you are seeing, what PR it has and the number backlinks it has too. But just a rough estimate on the name alone, its hard to say, hard paper might say a much larger figure than a person would pay for it on eBay, Sedo or any other place to sell.

But as Loscocco said - move it soon. or start developing enough to seo it and get some traffic, it'll only help the value.
