Places like GoDaddy, Pool and SnapNames offer backorder services. However, I believe that if there is more than one backorder for a particular domain then the domain goes to auction stage and will be sold to the highest bidder. I have not used any of the "big 3" for dropcatching so I cannot tell you what the strike rate is on these, but it seems to me that costs could quickly spiral in such circumstances!
Smaller registrars also offer this service - but without the auction stage. I believe the argument runs that because the "big 3" are so big they are more likely to get the domain for you. The smaller registrars tend to charge less for the service, but theoretically are less likely to pick up the domain.
I personally have only used these services for particular domains which may not have been so attractive to the domaining community at large, and obviously there is no guarantee of success, but I have used 123-reg.co.uk for gTLD backorders and DomainMonster.com for .eu backorders (though DomainMonster also provide backordering of other TLDs) and have been pleased with the results. Fees are reasonable as well.
I am not necessarily recommending that you use any of the above services - I don't want to risk breaking any rules by appearing to sound like an advert! - but hopefully this is a starting point for you!
As regards timescales, it varies but it is usually something in the region of 60 days after expiry for gTLD, 90 days for a .uk and I think 40 days for a .eu (EurID displays the drop date for Quarantined domains in the individual Whois record). The current registrant can still renew during this period though, so as ever there are no guarantees.
