I guess you could say that Dot.TK offers free domains, but in reality, you don't own the domain. They can do whatever they want with it, including (but not limited to) adding advertisements, deleting your domain, and redirecting it to another site. And since it's only a redirection, it also means you can't have a page with the URL www.yourname.tk/page1.html ...
However, I disagree that CJB is a domain at all. It's just a simple redirection. There are many sites that offer redirection; I could give you a list of at least 50 off the top of my head (but I'll spare Chief the extra transfer fees  ).
I believe that the following would fall under the class of "free domains" more than TK or CJB:
http://www.uni.cc/ (your url: http://www.yourname.uni.cc)
http://www.eu.org/ (your url: http://www.yourname.eu.org)
Though the URLs of these domains are the same as CJB, don't let that deceive you! These I would call third-level domains because they actually give you access to the name servers. In order to use these domains, you can't just have any old host. You have to have a host that supports domain hosting. And the main difference? Well, these aren't redirection domains anymore. For each separate page, you can have www.conker.uni.cc/books.html or www.conker.uni.cc/links/games.php.
