From what I read quite a long time ago, new.net either requires you to download a browser plugin which just changes the domains entered (so if you had webmaster-talk.golf for example, you would really have webmaster-talk.golf.new.net but any users with the new.net plugin would be sent there by typing webmaster-talk.golf). They were also talking to some ISPs a while back about having a server-side integration.
Personally, I think that they are really risking a lot by offering these. As soon as ICANN approves one of the new.net domains as a real one, there will be thousands of people who buy real .golf (for example) domains, which were already 'owned' by new.net customers.
Similarly, the owners of true .golf domains would loose visitors as people with the new.net plugin would be sent to the new.net domain, not the real one.
Stay well away would be my advice.
As for .tv, thats another one I hate. I remember the adverts they used to have on the radio here in the UK:
"Websites are becomming more TV like so you need a .tv domain"
"The best designers and developers are now buying .tv domains"
